Proposal Manager


Avineon is searching for an established Proposal Manager with a demonstrated track record of success managing a wide variety of proposal efforts within the federal market. The Proposal Manager reports to the Director of Capture Management for the U.S. Federal division. We are looking for a highly motivated, self-starting individual who will have considerable leeway and accountability for shaping our proposal team and processes within our U.S. Federal division. The Proposal Manager will be responsible for training and mentoring proposal coordinators and writers as well as holding senior and technical staff accountable for quality and timely inputs to our proposals. Additionally, this individual will oversee the development and production of a variety of client facing documents from RFIs, sources sought, and white papers to a variety of marketing documents.

Duties and Responsibilities

  • Manage multiple concurrent proposals with strict adherence to deadlines and guidelines.
  • Collaborate with Business Development and Capture Management to conduct pre-RFP solution sessions and gain understanding of win strategies and ensure proposal responses are compliant and compelling with regards to customer needs and RFP requirements.
  • Ensure development and distribution of appropriate proposal-related documentation, including compliance matrices, style guides, annotated outlines, proposal schedules, writing guidance, and kick-off presentations.
  • Establish and maintain communications among geographically dispersed proposal teams, including subcontractors, using collaborative tools such as Microsoft SharePoint and Teams.
  • Review and analyze draft and final RFPs and related documents to create compliant supporting proposal materials.
  • Prepare and execute detailed proposal plans, schedules, outlines, and other response documentation requiring skills in Excel, Word, and SharePoint.
  • Coordinate and conduct proposal meetings (to include kickoff meetings, price strategy meetings, color team reviews, etc.), including accommodations both virtual and in-person, communicating with participants, and preparing all necessary materials.
  • Manage writing assignments and coordinate receipt of all proposal materials with authors and teaming partners in accordance with the proposal timeline.
  • Monitor all RFP documents, modifications, requirements, and proposal deliverables.
  • Manage the collection and editing of all proposal materials to ensure compliance with all RFP terms and conditions.
  • Manage the production and delivery of the final proposal in compliance with RFP requirements and corporate standards.
  • Upon award, support the transition of all materials to the project team and formulate lessons learned to support the continuous improvement of proposal processes.

Required Education, Experience, and Skills

Minimum Qualifications


  • Bachelor's degree
  • 8-10 years of experience of proposal management for federal government acquisition and procurement.
  • Demonstrated experience with generating proposal materials (outlines, briefings, schedules, compliance, etc.) and leading large-scale proposal efforts.
  • Excellent written and oral presentation skills.
  • Working knowledge and direct experience working in federal contracting and acquisition/procurement.
  • Expertise with Microsoft Office suite.
  • Experience in Microsoft SharePoint and Teams.
  • Ability to prioritize and manage a number of projects simultaneously.
  • Experience working in a collaborative environment.
  • Ability to work well under tight deadlines and effectively interact with a wide range of personnel.


Desired Qualifications


  • Shipley or Lohfeld proposal management training.
  • Active Secret clearance or ability to obtain Secret clearance.
