Emergency Management Systems
In March 2004, the Secretary of Homeland Security, at the request of the President, released the National Incident Management System (NIMS). This system was designed to improve emergency response operations through wider adoption of FEMA’s Incident Command System (ICS) and the application of standardized procedures across more organizations. These tools promote development of cross-jurisdictional mechanisms for coordinating responses and obtaining assistance during an emergency.
ICS includes processes that will enable organizations with responsibilities under NIMS to develop the foundation for an effective response. However, a paper-based manual ICS is inefficient. Effective implementation of ICS requires a level of collaboration, communication, and documentation among response teams that is best achieved with an automated tool.
