Avineon, Inc. awarded Phase I of Small Business Innovation Research Program to develop a Data Model for Battle Force Interoperability Certification

Alexandria, VA (October 10, 2003): Avineon, Inc., announced today that it has been awarded a Small Business Innovation Research (SBIR) Program Phase I contract by the U.S. Department of Defense (DoD) Naval Sea Systems Command (NAVSEA). As the largest of the Navy's five systems commands, NAVSEA engineers, builds, and supports the U.S. fleet of ships and combat systems. The objective of this project is to develop a model for acquiring, organizing, storing, distributing, and analyzing combat systems data. The analyses of this data will assist in determining readiness, planning modifications, and assigning priorities based on budgets and mission criticality.

The SBIR program normally consists of three Phases. In Phase I of this project, Avineon will demonstrate that a representative sample of source data maintained on a commercial relational database management system can be acquired, objectified, and furnished to a client application for analysis. It will also be necessary to demonstrate that the data transfer can occur over a secured data network. Based on the anticipated success of Phase I, the objective of Phase II will be to develop a working system that can be used to obtain feedback from the user community so that the specification for a full working system can be developed. Phase III objective is to develop the initial working system that can work with the legacy data sources, and to the maximum extent possible, with the existing computing and network facilities.

Avineon has previously completed Phase II contracts of two other SBIR programs, one of which recently led to a Phase III award. The purpose of the DoD-SBIR program is to stimulate small businesses to conduct high-quality innovative research and development to meet important defense-related scientific or engineering needs. The goals of the national program include increasing the use of small businesses in Federal research and development.
