Alliant Energy
Avineon converted water and sewer network paper
sources to Alliant's digital mapping system. The conversion software
used was AutoCAD. The combination of AutoCAD, AutoLISP, proprietary
software CadCap, and ADE produced graphic files linked to a
non-graphic database. The final data was delivered to Alliant in
ArcGIS and Oracle platforms.
At the onset of the project, an inventory of all
sources was conducted to resolve conflicts. We then conducted data
preparation, entailing color-coding and highlighting primary source
records for use during conversion. The prepared documents were
subjected to quality control to ensure all required information was
property transferred and prepared.
Data conversion consisted of precision placement of
water and sewer network features from the prepared source documents
onto a digital landbase. As the features were placed, a non-graphic
database was populated either manually by the technician, or
automatically via programs within the placement routines. Each
graphic feature placed was automatically assigned a unique
identifier which links it to its non-graphic database record. All
maps were edgematched to surrounding maps, and later merged to
create a single, seamless map. The accuracy of feature placement was
checked on-screen and corrections were made as needed. The last
phase of AutoCAD production consisted of validation and corrections
of data, directional flow and connectivity.
The graphic files were stored in .dxf format and
transferred to ArcGIS for processing and translation. The
non-graphic database was extracted into a DBF format and imported
directly into Oracle. The translated ArcGIS coverage was then linked
to the Oracle database, plotted, checked and corrected prior to
delivery to Alliant Energy.
The project scope included 1,155 water pipeline
& asset ¼-quad maps containing approximately 500,000 point and
line features; over 22,550 water service cards; and 1,800 unposted
work orders.

AT&T
Avineon was awarded a contract by AT&T to
perform facilities drawing conversion services for the conversion of
Central Office Drawings for all Platinum and Gold switch offices
throughout the United States in support of the Business Information
Planning (BIP) group. Avineon was tasked to convert the largest and
busiest offices in the country including New York, Los Angeles,
Orlando, Minneapolis, and others. The project involves the
conversion of several thousand central office drawings into AutoCAD
format. All drawing information is converted into the specific
AutoCAD layers in accordance with the AT&T CAD Specifications
Standards. The original source drawings for each central office
section are converted into an integrated set of digital databases.
The central office drawing types consist of Central Office Planner
(COP) Development Plan, Floor Plan, Cable Plan, Cable Plan - Upper,
and Cable Plan - Lower, Cable Diversity, Lighting Plan, Ground
Schematic, ESS Cable Trough, Wave Guide, Fiber Protection, DMACS,
and miscellaneous support disciplines including HVAC and other
Electrical, Structural and Mechanical. All drawings are entered into
the database using explicit coordinate dimensions and are
geometrically correct and dimensionally accurate. The AT&T
symbol block library is used for placement of equipment and other
graphical elements. Non-Graphic attribution for data such as heat
dissipation and weight are entered for telephony equipment and used
by the COP for network planning. Resolution of discrepancies that
resulted from the integration of the drawing types into a single
database was accomplished by maintaining a close working
relationship with the client and the development of rule sets that
were followed to minimize production down time.

British Telecommunications,
plc (BT)
Avineon was selected as one of several vendors to
perform conversion of BT's equipment, duct, cable and fibre data
from incongruent raster records and existing vector data. The Data
Transformation Project is one of a number of projects within the BT
PIPeR Programme. The project will implement a system which will
replace the existing GIS system and provide enhanced support for the
automation of the network planning activities within BT. In addition
the project will populate this system with good quality network
asset data.
The existing GIS system, Planning and Records
Modernisation information system (PRM) holds much of geographical
and schematic data of BT’s entire physical network and an inventory
of assets for the whole of the UK. However, not all of the required
records to manage the network are held within PRM and most of the
records in PRM are held as raster images. BT has a 3-year Network
Access Strategy to deliver an integrated intelligent physical
inventory system. The goal of this is to achieve a full “end-to-end”
model of Network Asset connectivity for use within an auto-mated
planning system.
Avineon performs conversion utilizing a proprietary
AutoCAD / ORACLE-based tool customized to model BT’s database format
and containing a central “rules” database. All data is subject to a
series of manual and automated quality control inspections during
production and delivery to the client is in an xml format.
Avineon was also previously contracted by BT to
convert external plant facilities data from paper source documents
to digital format in support of BT's PRM project. Avineon received
digital landbase files from the Ordnance Survey (UK) and placed the
required facilities data on the landbase using MicroStation-based
data conversion software on a PC platform. Final data processing,
quality assurance and formatting tasks prior to delivery to BT's
Vision*-based system were performed on SUN SPARC
Workstations.
Phase I of the project consisted of the conversion
of 33 exchanges, 4 of which constituted a Pilot Project completed
early in 1994. Conversion of the pilot exchanges provided BT ample
data to perform an in-house evaluation of the PRM final product and
validate their choice of Vision* software as their final platform.
Between 1995 and 1998, an additional 221 total exchanges were
converted and delivered in phases; the project was completed on
schedule in December 1998.
Cablevision
Systems
Avineon was contracted by Cablevision Systems to
acquire landbase data within their New York/New Jersey service area,
translate the data to the Smallworld environment, and enhance the
data for compliance with Cablevision's Model.it data model.
At the onset of the project, Avineon's project staff
reviewed and finalized the technical project specifications with
Cablevision, and customized / developed the necessary conversion
software. then acquired existing digital source data in ArcInfo and
ASCII formats. Upon receipt at our Clearwater facility, the digital
source data was loaded onto our project server and registered to the
Lambert Conformal Conic projection. Once registered, geographic
landmarks available within the source data were appended, and an
automated software application was run to generate right-of-ways at
standard offsets from the street centerlines based on Department of
Transportation road classifications.
Initial quality control tasks were conducted.
Working on-line, Avineon's operators carefully reviewed each object
and the right-of-ways to verify position and ensure there were no
overshoots, undershoots, or overstrikes. Zip code data was conflated
to the street centerlines. Once the data passed this quality control
inspection, it was translated to Smallworld Model.it to create
Smallworld objects with the required attribution.
Following translation, a series of automated and
interactive routines was executed to confirm the translation was
successful and the attribution of each Smallworld object was valid.
All converted data was delivered to Cablevision in the Smallworld
Model.it format.

Central Maine Power
Company
In 60 days, Avineon migrated Central Maine Power
(CMP) Company's existing ArcView shape files of radial distribution
circuits and devices from a preliminary conversion state to a final
connectivity, database, and cartographic state. CMP supplies
electricity to approximately 550,000 customers in 344 communities
throughout central and southern Maine. CMP's 11,000 square mile
service area contains more than 70% of Maine's population.
The work consisted of reviewing and adjusting the
circuit and device shapefile layers to provide circuit connectivity,
feature attribute completeness, and cartographic quality in
conformance with detailed specifications. The migration task also
included executing several quality control programs to verify
circuit connectivity and attribute completeness after performing the
initial editing. Additional tasks involved white space management
and the placement of labels on the circuit line shape file using
existing CMP ArcView programs.
The scope of work included nine work sets (service
areas) containing approximately 340 circuits, approximately 533,908
poles, and 1,873 plots. CMP provided the CAD, Microstation based
shapefiles, and hardcopy maps. These materials cover transmission
structures and transmission centerlines, major and minor roads,
streams, rivers, coastline, town boundaries, service area
boundaries, geographic place names layers, and plot file grids.
Citizens
Utilities
Citizens provided hard copy maps and digital
databases; including 1,860 facility maps, a Service Card database
with over 83,000 records, a Main Card database with over 15,000
records, and a Customer Information database with over 63,000
records. All sources were to be assimilated into a centralized
enterprise geospatial database. Utilizing Avineon's Data Capture
Solution (DCSol) and Integration Solution (ISol) processes and ISO
9001:2000 standards, a project development procedure was engineered
which guarantees an accurate database in an efficient and timely
manner.
Avineon conducted conversion in the native software,
Smallworld, that Citizens had selected for its enterprise AM/FM/GIS
solution to guarantee the integrity of the captured data without
encountering the problems often caused by importing spatial
coverages. Important limitations and data integration requirements
were applied to the process by Citizens, requiring advanced data
capture and integration engineering. We could not alter the data
model or GIS tables. One of the integration requirements involved
the accurate division of one external database length to multiple
captured main pipe segments. The sum of the segments needed to be
within one foot of the database value and the values in the segments
needed to reflect the spatial segments size. Solutions to these
challenges involved the development of a DCSol/ISol data model that
was applied to a separate database partition. By utilizing a spatial
object controller, the database partitions were integrated. By
populating designed DCSol/ISol tables in the Avineon database
partition, customized applications were written to take the external
database values into the Citizens database spatial objects. The
Avineon database partition also acted as a working base for
customized processes such as unique number assignments to facility
objects and for proportional arithmetic calculations.
Innovative Data Capture elements included the
creation of a customized Data Conversion Interface (DCI). The DCI
allowed the conversion technician to intuitively call up the proper
table and values for a facility object by selecting one menu option.
Very little data entry was required which ensured attribute accuracy
and standardization. Other innovative data capture elements were
incorporated into a customized Post Processing Application. The
results of this project will produce a central enterprise database
with precisely placed spatial objects containing data from several
different external database sources.
City of Durham, North
Carolina
The City of Durham and Durham County contracted
Avineon to conduct photogrammetric mapping services. Durham is
located at the pinnacle of NC's famous "Triangle" region, and is
home to 250,000 residents over a 300-square mile area.
The services provided include the acquisition of
black and white airborne GPS (AGPS)controlled aerial photography for
Durham County at a scale of 1"=660'. The flight mission consisted of
24 flight lines (flown north to south) with a total of 1151
exposures. Three dual-frequency base receivers collecting data at a
one-second interval were utilized during the flight mission. The
photography was acquired over a two-day period using a Cessna 401-B
aircraft fitted with a Leica RC30 precision mapping camera and Leica
GPS dual frequency receiver. Surveying was conductedfor the
acquisition of ground control points and check points.
Fully Analytical Aerial Triangulation (FAAT) of the
1151 exposures was conducted, and DTM data was photogrammetrically
captured. The existing DTM data for the southern half of the County
was updated to support 2-foot contour interval accuracy. The black
and white photography was scanned at 15 microns to yield a raw pixel
resolution of 0.39 foot, and to develop digital orthophotography of
1467 modular map sheets with a ½- foot pixel resolution.
Project deliverables consisted of Ground Control
Survey, AGPS and AGPS/AT reports, aerial photography, digital
orthophotographs, topographic contours, planimetric data. Data was
delivered in both MicroStation 3D design files and ArcInfo
coverages.
Columbia Distribution
Companies
Avineon was awarded a multi-year contract from the
Columbia Gas Distribution Companies (CG) to provide comprehensive
data conversion services. The project involves the digital mapping
of the CG's gas line features and landbase. The conversion involves
over 21,000 maps covering a geographic area of 6,900 square miles
with 30,000 miles of pipeline. The mapping is being done using
Bentley's MicroStation. Avineon has developed procedures and
standards that will be used by CDC. Avineon will be doing the
conversion of the CG companies (located in Ohio, Pennsylvania,
Maryland, Virginia, and Kentucky) service areas. The gas facilities
include transmission pipeline, distribution pipeline, valves,
fittings, M&R stations and cathodic protection devices related
to the distribution system. Landbase is generated using USGS
Quadrangle color separates of landbase and hydrology. The quadrangle
separates are geo-referenced to the UTM coordinate system based on
the 1927 North American Datum.
Initially, road centerlines and hydrology are
captured. Columbia Gas source maps are geo-referenced to the USGS
quads data using the Helmert method of linear warping. Following
this process, additional roads not included on the USGS Quadrangles
are captured and the right-of-way is established. Upon completion of
the landbase, gas features are captured and tagged with attribute
data. Throughout the conversion process, all data are subjected to
extensive QA/QC checks for format and content. MDL, MicroStation
Basic, and Visual Basic programs have been developed to ensure that
MicroStation databases are always in compliance with project
specifications. Check plots are made and a complete content check is
performed on each map. Final deliverables include plots and digital
files of the converted area. Currently, Avineon is mapping the
Toledo operating area in Ohio.
An additional contract was awarded to Avineon for
programming services for the Columbia Distributions Companies. The
programs, written in MicroStation MDL and Basic were designed to
assist CDC in map maintenance and asset accounting.
Two CG operating units (Kentucky and Virginia) have
contracted with Avineon to map completion reports to their respected
systems. To date Avineon has mapped over 2,500 changes to the
Kentucky and Virginia distribution maps in a three-year period.
In February, 2001, the Ohio operating unit had
Avineon relate the customer database (in excess of 1.6 million
customers) to the current maps. In a three-week period Avineon
scanned, geo-referenced, and generated polygon coverage for 9,031
maps. Utilizing ArcInfo, Avineon related the customer address
database to the proper maps. In the process, map numbers were
related to the customer addresses. Twenty-eight separate Access
databases were updated and delivered to CG-Ohio on schedule.
